1. SYSTEMS ANALYST – 1 POST

Reporting to Manager ICT

(a) Job Description

Designing and developing computer systems as per user requirements.

Analysing existing computer systems.

Customizing and fine tuning computer systems to suit user needs.

Documenting systems manuals and procedures.

Implementing appropriate security procedures.

Liaising with vendors of applications/software for proper maintenance of
the systems.

Identifying user training needs and executing their training programmes.

(b) Job Specifications

Bachelor’s Degree in Computer Science or related discipline.

Post-graduate course in Systems Development and Design (added
advantage).

At least five (5) years technical experience in systems analysis and
programming in a large and busy ICT environment with varying ICT
application tools.

Knowledge of Unix Oracle and latest systems development tools
(desirable).

Strong analytical and presentation skills.

2. SENIOR PROCUREMENT OFFICER – 1 POST

(a) Job Description

Secretary to the Procurement Committee.

Preparing, publishing and distributing procurement documents such as
invitations to tender and notices of tender acceptance.

Participating in the preparation and evaluation of tenders, quotations and
proposals.

Preparing the department’s procurement plans.

Preparing reports for submission to Chief Procurement Officer.

(b) Job Specifications

Bachelor’s Degree in a relevant field such as Business Administration,
Commerce or acceptable equivalent with three (3) years working
experience in a busy organization.

Post-graduate Diploma in Supplies Management.

Must be a member of KISM.

Demonstrated high quality of leadership, administrative capability and
management.

Must be of proven integrity, transparency and accountability.

Graduate Diploma in CIPS (added advantage).

3. SENIOR REVENUE ACCOUNTANT (JKIA) - 1 POST

Reporting to Chief Accountant

(a) Job description

Guiding the formulation and implementation of an effective accounting
and internal control system for ANS revenue activities at JKIA.

Administration of the Billing Management System.

Maintaining control accounts for ANS revenue streams and reconciling
them to ledger records. Investigating any discrepancies arising from
reconciliations and taking appropriate action.

Coordinating invoicing activities for ANS revenue at all stations to ensure
that invoices are accurate, complete and prepared on a timely basis.

Preparing and submitting a consolidated ANS revenue report to the Chief
Accountant Revenue at the end of each month.

Preparing ad hoc revenue and expenditure monthly reports that may be
required for Management information.

(b) Job Specifications

First Degree in Accounting, Commerce, Economics, or Business
Administration.

MBA (distinct advantage).

CPA (K) or equivalent.

3 years experience in a busy revenue office including supervisory
functions.

Excellent grasp of issues underpinning revenue generation for Air
Navigation Service Providers.

Strong interpersonal, analytical, negotiation and computer application
skills highly desirable.

Proficiency in the use of Billing Management Software and Ms Excel
essential.

4. SENIOR MANAGEMENT ACCOUNTANT – 1 POST

Reporting to Manager Finance

(a) Job Description

Preparing, developing and analysing management accounting
information and providing support to KCAA line managers/officers.

Producing weekly, monthly, and quarterly management reports.
• Preparing and analysing quarterly, monthly and yearly variances based
on the approved budgets and exploring potential problems in consultation
with Manager Finance and respective line managers so as to provide
information needed for corrective actions to management.
• Establishing and maintaining costing models for the Authority.
• Leading planning and forecasting budgeting processes and implementing
performance measures for the Authority. Providing support to line
managers to develop and manage their budgets. Coordinating and
preparing annual operating and capital budget estimates.

(b) Job Specifications
• First Degree in Accounting, Commerce, Economics, or Business
Administration.
• MBA (distinct advantage).
• CPA (K) or equivalent.
• 4 years of management accounting experience with 2 years at a senior
position.
• High integrity, independent, honest, excellent interpersonal skills.
Demonstrated high level of maturity and leadership, analytical, assertive,
good communication and negotiating skills.

5. SENIOR LEGISLATION & ENFORCEMENT
OFFICER (AVIATION METEOROLOGY) - 1 POST

Reporting to the Manager, Aerodromes, ANS, Meteorology/Legislation and
Enforcement.

(a) Job Description
• Safety oversight of meteorological services for international air navigation
as provided for in Annex 3 to the Convention on International Civil
Aviation, The Kenya Civil Aviation (Air Navigation Services) Regulations
and pertinent guidance materials.
• Carrying out surveillance, inspections and audits of meteorological
facilities and services provided for air navigation in all Kenya airports
to ensure compliance with international standards and recommended
practices.
• Reviewing and carrying out timely amendments to regulations, guidance
materials, procedures and checklists pertaining to meteorological
services.
• Participating in ATC Certification and Rating Boards.

(b) Job Specifications
• Masters Degree in Meteorology or equivalent qualifications.
• Good knowledge of Standards and Recommended Practices of Annex 3
to the Convention on International Civil Aviation and their application.
• At least five (5) years experience working at an airport meteorological
office or as an aviation meteorology lecturer at a recognized training
institution.
• Good communication skills in both spoken and written language

6. SENIOR HUMAN RESOURCE OFFICER – 2 POSTS

Reporting to Chief Human Resource Officer

(a) Job Description
Administrating and supervising the key human resource functions of staff
welfare services, payroll administration, HR records, staff appraisals, HR
planning, and superannuation scheme.

(b) Job Specifications
• Bachelor’s Degree in Social Sciences from a recognized university and a
Higher Diploma in Human Resource Management.
• Working experience of at least three (3) years in the HR unit of a
reputable organization.
• Must be result-oriented.
• Post-graduate Degree in Human Resource Management and Certificate
in Gender Issues (added advantage).

7. NETWORK SUPPORT SPECIALIST – 2 POSTS

Reporting to the Network Engineer

(a) Job Description
• Performing critical technical support functions for Local (LAN) and Wide
Area Networks (WAN) including management of switches, routers,
firewalls, servers, emails and telephony systems.
• Creating/removing accounts for network users, changing network
rights and group management, installing network printers and queue
management.
• Monitoring daily to determine network usage, disk space availability and
server error logs.

(b) Job Specifications
• Degree/Diploma in Engineering or IT related discipline.
• Certification in MCSE/CCNA/N+/A+.
• Minimum 2 years ICT-related working experience.
• Sound technical knowledge on Windows, Microsoft Office, and Windows
2000/2003.
• Knowledge of networking and internet technologies (necessary).

8. USER SUPPORT SPECIALIST - 2 POSTS
Reporting to the User Support Coordinator

(a) Job Description
• Giving technical assistance to users by troubleshooting computer
hardware and software issues.
• Training users on helpdesk tools and new technologies.
• Assisting users with use of new application systems.
• Distributing and installing ICT facilities at user’s desks and helping them
connect to the network.
• Carrying out minor hardware repairs on ICT equipment.
• Setting up ICT facilities in meeting rooms.
• Enforcing all ICT security policies.

(b) Job Specifications
• Diploma in Computer Science/Information Technology/Engineering.
• CCNA/MCSE/A+/N+/CompA certification.
• At least one year of experience in customer care/help desk support.
• Knowledge of networking and internet technologies.
• Good interpersonal skills.
• Capable of working with frequent interruptions.

9. USER SUPPORT COORDINATOR – 1 POST
Reporting to the Chief ICT Operations and Support

(a) Job Description
• Supervising day to day running of the Authority’s helpdesk, ensuring that
all internal service level agreements are being met.
• Managing ICT equipment inventory.
• Providing first and second level end user support and hardware repairs.
• Supplementing end user support staff through follow-up on ICT
equipment maintenance and user support.

(b) Job Specifications
• Bachelor of Science Degree in Computer Science/Higher National
Diploma in Computer Science/Telecommunication/Engineering or
equivalent.
• MCSE certification (added advantage).
• At least two years experience in customer care/help desk support.
• Knowledge of PABX, Windows 2003 servers and multi-disciplinary IT
environment (necessary).
• Supervisory/basic management skills (desirable).

10. ICT SECURITY OFFICER – 1 POST

Reporting to Chief ICT Operations and Support.

(a) Job Description
• Developing, implementing and enforcing the necessary ICT security
policies, standards and procedures.
• Carrying out risk assessment on ICT systems.
• Evaluating the roles of various stakeholders with respect to information
security.

(b) Job Specifications
• Bachelor of Science Degree in Computer Science or related discipline.
• Certified Information System Audit [CISA] (must).
• At least two years technical experience in administration of ICT security
in a large organization.
• Knowledge of ERP systems preferably Microsoft Dynamics, Linux and
Windows 2003 networking environment is an added advantage.
• Current knowledge of ICT security threats.
