Country Representative - Kenya Job Vacancy: mothers2mothers (m2m)

mothers2mothers (m2m) is an international non-governmental organization based in
Cape Town, SA, dedicated to providing education and support to pregnant women
and mothers living with HIV, and preventing mother-to-child transmission.

m2m empowers HIV-positive pregnant women and new mothers to become role models in their communities by promoting AIDS awareness, testing and services. m2m currently operates in 7 countries in Africa and receives funding from a diverse set of funders.

Country Representative - Kenya

Purpose:

The Country Representative (CR) will provide in-country support for mothers2mothers program implementation, and strategic and technical leadership to facilitate the national scale-up of the m2m model in Kenya. The position is based in Nairobi but reports to the Regional Program Director - Eastern Africa (based at m2m’s headquarters in Cape Town, South Africa).

Key Outcomes:
  • Provide technical support to programmatic implementing partners (currently CMMB - Kenya) with a focus on continuous quality improvement of program services;
  • Provide direction and oversight to implementing partners to ensure the effective utilisation of financial resources by means of budget tracking, expenditure analysis and forecasting;
  • Ensure the quality and timely submission of donor reports, record-keeping and compliance to relevant donor requirements;
  • Establish and maintain the m2m office in Kenya;
  • Facilitate the employment, development and performance management of in-country staff;
  • Represent mothers2mothers with national stakeholders in discussions about national scale-up and implementation of the m2m model in Kenya, with support from senior management staff;
  • Liaise closely with in-country donors and participate in the generation of new opportunities and proposals for new funding;
  • Work with key stakeholders to develop a national plan for scale-up in Kenya in line with m2m’s organizational strategic plan;
  • Oversee the provision of technical assistance to stakeholders to implement agreed strategies for program scale-up, such as:
  1. Adaptation and adoption of key m2m tools as national standards, including m2m training curricula and M&E tools;
  2. Capacity building of national, provincial and/or local partners to implement integrated m2m services as part of the PMTCT+ package of care;
  3. Service delivery at centres of excellence with targeted monitoring and evaluation to provide data to inform the optimal model for national scale-up;
  • Liaise closely with m2m HQ departments to leverage technical support for in-country team members/partners, and coordinate support for program delivery.
Qualifications and Experience Required:
  • Masters degree in health sciences, international development, management or a related field;
  • Minimum of 5 years significant experience with HIV/AIDS, including PMTCT-specific experience and technical expertise in relevant domains;
  • Experience in national-level health sector approaches, such as advising host governments in program policy and/or scale-up;
Competencies Required:
  • Demonstrated success in program management;
  • Familiarity with the donor and national leadership context, systems and processes in Kenya;
  • Excellent communication and interpersonal skills and an ability to conduct relationships with senior level managers, government officials and medical staff;
  • Willingness to travel within Kenya to support country programming, as well as to m2m HQ in South Africa as required;
  • Fluency in English essential;
  • High level of computer literacy (MS Office Suite);
  • Demonstrated writing ability and financial literacy;
  • Determination, resourcefulness and ability to think analytically;
  • Excellent leadership and people management skills;
  • Enthusiasm to work on behalf of m2m’s mother and infant clients.
