Finance Officer – Projects (Ref 2009/14)
Position Purpose: Provide technical and managerial oversight of all aspects of financial management of projects in CRS/ Kenya.
Duties and Responsibilities
1. Partner Financial Management Capacity -Coordinate and/or carry out partner organisations’ financial systems and review adequacy of sub-recipients financial systems and internal controls; conduct (financial) training needs assessments, develop finance and compliance training curricula and facilitate trainings for partner and CRS staff.
2. Partner Financial Reporting -Ensure that local partners maintain proper books of accounts, review liquidation schedules for project advances and staff receivables and validate all data inputs into the financial system; ensureaccurate and timely tracking of partner expenditure and that financial reports to donors are accurate and submitted on time; review sub-recipient quarterly cash forecasts and bank reconciliations.
3. Grants Management -Conduct sub-recipients risk profiling through pre-award and post-award assessments as necessary; conduct regular financial monitoring and timely closeout of grants in liaison with Program Managers; ensure accounting and expenditure tracking for grants is maintained; ensure budget comparison reports are prepared on timeand shared with relevant program managers;
4. Budget Management -Support Program Managers in the preparation and/or review of budgets; ensure accurate project budgets are maintained in the financial system; advise program managers on budgetary compliance to donor requirements.
5. Staff Supervision -Supervise a team of project accountants; ensure that staff assigned are conversant with the donor’s reporting requirements and the MOU with various partners; carry out performance evaluation of the staff
Qualifications and Skills
• Bachelor’s degree in Accounting or Finance and CPA (K) or equivalent
• Over five years working experience three of which should be in a NGO handling project fund accounting.
• Experience in staff supervision, strong interpersonal, cross-cultural, and training/mentoring skills.
• Proficiency in the use of appropriate computer software, knowledge & experience in the use of SUN system accounting software will be an advantage.
• Knowledge of USG regulations is an added advantage
