Rationale
ACORD - the Agency for Cooperation and Research in Development www.acordinternational.org - is a Pan-African Organization working for social justice and development in Africa.
ACORD is registered in the UK with headquarters in Nairobi. The organisation supports over 1 million beneficiaries and works with 2000 partners in 17 countries in West, Central, South, East and Horn of Africa.
Since 1976, ACORD went through a systemic transformation that took her from a consortium of northern NGOS, to an international Africa-led alliance with its headquarters in Africa, and progressively to being a pan-African organisation open to others.
Through this transformative process, ACORD has re-conceptualised its identity, systems, structure and programming concepts, approaches and procedures, and has developed several manuals and reference documents to guide its work, among which:

- A Programming Manual
- A Finance Manual
- A Human Resources Management Manual (including Gender Equality);
- An HIV & AIDS Workplace Policy;
- A Partnership Development, Communication and Funding Manual
ACORD’s objective with these reference documents is to guarantee systems, processes, structures, knowledge and practices that when combined, build up a professional, accountable, coherent learning organisation, seeking continuously to consolidate its impact both locally and at higher levels (Pan-African and globally), through linking the local realities to the global policy frameworks.
Due to remote location of intervention in the 17 countries covered by ACORD in Sub-Saharan Africa, with sometimes difficult access to communication, ACORD has to develop both a computer-based compilation on CD-Rom, usable at any location of the organization, with a wide range computers compatibility and mainly the computer facilities generally available in the field (e.g. Pentium II-III compatible), as well as hard-copy handbooks that can be used anywhere and without computer. It is expected that easy-user tool in both CD-Rom and Terms of Reference: ACORD CD ROM
handbooks will help to disseminate the ACORD manuals at all levels of the organization and ensure ownership and effective use of these key organisational guidelines as well as an easy handover and induction process to secure organisational memory/capacities.
Most of the reference documents cited above have been developed a while ago as handbooks, and are already in use across the organisation.
The Programming Manual was the most recent one and is still to be finalised and edited in a more friendly way, to allow better ownership and use by all ACORD staff, at country, regional and Secretariat levels.
Objectives of the work/consultancy
1) Develop a user-friendly Programming Manual handbook and computer-base (CD-Rom)
ACORD has developed a 2-set documents of the Programming Manual, being,
a) A set of Core policies and procedures in relation to:

ACORD has developed a 2-set documents of the Programming Manual, being,
a) A set of Core policies and procedures in relation to:
- ACORD strategic framework and global programming framework
- ACORD approaches and intervention strategies (including poverty analysis and social and economic exclusion analysis instruments, community targeting processes, policy advocacy, etc.)
- Guidelines for programme/project development, management and M&E (from how to start a programme, up to the closure of a programme)
- Guidelines on advocacy-related communications
b) A set of Annexes with detailed tools related to the Guidelines for programme/project development, management and M&E
- The consultant is required to combine these 2 sets of the Programming Manual and develop a user-friendly and practical Programming Manual handbook and computer-base (CD-Rom). The consultant will focus on improving the style and the reading of the current 2 sets of documents and make them more friendly and interactive and less heavy and lengthy, with attractive designs and emphasis on "what to do?, when and how?" at all levels of ACORD programming work.
2) Compile both the Programming Manual and the above mentioned other reference documents in one interactive CD-Rom.
After the handout copy of the Programming Manual is agreed, the second task of the consultant will be to compile both the Programming Manual and the other ACORD reference documents (Finance, HR, PDU etc.) in one interactive and user-friendly CD-Rom, which can also be uploaded on our website.
Terms of Reference: ACORD CD ROM
The architecture of the CD-Rom should be developed in a way that presents the 4 areas/departments (Programming, Finance, HR, PDU) sections on the front page, with links to the respective sections in the content of the CD-Rom.
The CD-ROM should also be structured in modules and use text and graphics, as well as small video introductions to each section/module. It will also contain a technical glossary and a search engine based on key words, as well as a wide range of resources such as recommended readings, practical guidelines, etc.
Deliverable
An interactive CD-Rom as described above, compiling the different parts of the Programming Manual, as well as the other ACORD Manuals (from Finance, HR, PDU, etc.) with easy link between them and user-friendly.

- The interpretation of the TOR, explaining how they intend to undertake the work (methodology) and the different steps (including test of a first prototype) and timeline;
- The foreseen design & outcome of the toolkit/CD-Rom;
- Budget and estimated timeframe of the assignment (budget should include an optional cost for 500, 1000 and 2000 CD-Rom copies);
- The CVs of the consultants/service providers, with evidence of previous similar experience including performance records and references.
