The pilot project has completed 4 of the 6 RUF distributions and the pilot project manager will manage, monitor, evaluate and report on the final 2 distributions and the follow up final reporting.

Job Objectives
Basic position description

Hand Over Period
- In direct collaboration with the current Pilot Project Manager (who will finish her assignment on July 15, 2009) and support from the nutrition program manager, CMN and HQ Nutrition Technical Advisor, ensure a proper knowledge and understanding of the program from beginning to the current situation (including the constraints in the field, the design of the methodology, the reading and understanding of the relevant literature, the context of the targeted communities, the data collection process and tools and the blanket feeding team to manage.
- Ensure proper introduction and communication with the targeted communities and the contacts of relevant identified partners at international level.
- Concentrate during the month of June (the 5th distribution) on managing the field team for distribution of RUF, measurements and recording of beneficiaries, data collection in the field while the current pilot project manager enters and cleans all data from beginning of the project until July 15, 2009.
- Work closely with the current pilot project manager from the end of the 5 th distribution to July 13th to understand and own the information collected previously in the project (so as to make a proper final report for possible journal publication).
Management and Monitoring
- Supervises the technical work of the field team in their daily activities to ensure the respect of the protocols developed for the program through visits to the programmes.
- Ensure proper communication with the targeted communities all along the program.
- Ensure timely data collection and reporting
- Supervise and support the work of the blanket feeding program assistant (non-technical).
- Coordinates and manages to final completion a SMART integration survey after the final distribution (6th Distribution in July).
- Coordinates with the other ACF departments in ACF and the other programs in the nutrition department.
- Produce monthly reports and end of program evaluation report
- Is available for solving any problems arising in the field
Reporting
- Analyses the results and feeds back to the teams
- Proposes and initiates improvements according to the findings, the analysis, the needs and ACF general strategy.
- Participates in the regular ACF planning meetings
- Identifies and participates, together with the nutritional surveillance program manager, in the nutrition meetings with partners (NGOs, MoH, UNICEF, WFP, donors …) at district and national level.
- Participate, in partnership with the CMN and the HOM, in nutrition program donor report (proposal, quarterly, final reports)
- Prepares monthly activity reports (compilation of the activities on the base and activity report) with a qualitative look at the program.
- Analyse and report the findings of the program on regular basis and at the end of the program.
- Participates in the final reporting and in the scientific research articles
Supply Pipeline
- Coordinates the orders and supply of food and non food items with the organizations in charge of the supplies and with ACF logistics department
Communication
- Communicates regularly with the HQ counterpart
- Communicates regularly with other nutrition team for coordination, troubleshooting and technical and strategic advises.
- Communicates with the coordination team, principally the CMN.
- Communicates with the logistics and administration departments in order to have a good follow up of respective departments (supply requests, stocks, etc. and budget and expense follow up)
- Communicates externally with the other organizations and authorities
- Communicates with the technical responsible in the HQ when required
Qualifications
- Masters degree or PhD in public health or nutrition.
- Capacity to prepare, conduct and report a comprehensive research study is essential.
- Writing skills must be excellent in order to prepare a final report for journal publication.
- Experience in management of acute malnutrition
- Strong management experience is essential.

The Federation has been responding to food insecurity in Africa since the major famines of the mid 1980s and initially made food security a committed strategic priority at the 5th Pan African Conference in Ouagadougou in September 2000.
Since this time, a large number of Africa National Societies have been actively engaged in
initiatives to reduce food insecurity.
The 2003 Federation global food security and nutrition policy states that Federation food security work spans relief to development and so includes support to reduce risk, mitigate against disasters and to provide relief and recovery to the most vulnerable households.
In April 2008, the Federation launched a five year African National Societies Longer Term Food Security Initiative (ANS LTFSI) that aims to reduce food insecurity in communities vulnerable to disasters and/or affected by HIV/AIDS.
This includes scaling up community based food security programming in 15 African National Societies (ANS), increasing technical food security capacity in IFRC and ANS, and strengthening integration and co-ordination of Red Cross and Red Crescent food security work.
The Federation Eastern Africa Zone covers 14 National Societies (NS) of Burundi, Comoros, Djibouti, Eritrea, Ethiopia, Kenya, Madagascar, Mauritius, Rwanda, Seychelles, Somalia, Sudan, Tanzania and Uganda.
The Disaster Management (DM) programme's vision for the Eastern Africa Zone NS is to build up a well-prepared, stronger, more efficient NS, able to reduce risks and respond to the high level of humanitarian demands in the region posed by small and medium scale disasters. In 2009-2010, the DM programme guides NS in the region to align themselves further to Strategy 2010, the Hyogo Framework for Action (FfA) as well as the Millennium Development Goals (MDGs), as they develop or review their DM and food security strategies. Food security is a priority for NS in the Eastern Africa Zone in line with the Algiers Plan of Action (APoA 2004).
The DM also reinforces NS disaster risk reduction programmes as potential and sustainable solutions for improving community resilience capacities and coping with climate change.
In December 2008, the Federation launched an emergency appeal for the exceptional food security crisis in the Horn of Africa. This involves provision of both emergency and mid to longer term support to vulnerable communities in the Horn over a five year period.
The overall purpose of the Food Security Advisor post is to strengthen the quality of IFRC work to address food insecurity in relief, recovery, and longer-term resilience building in the region. He/she will provide co-ordination and technical guidance to the Federation in order to enhance their capacity in developing and delivering
effective food security responses.

- Ensure that ANSs food security programmes conform to international standards of good practice (e.g. Sphere), are in line with IFRC approaches and guidelines, and are integrated with other sectors (e.g. HIV, DRR, Health & Care, Shelter, Watsan) where appropriate and feasible.
- Support the development and/or review of strategy on food security for each ANS and align zonal and sub-zonal food security strategies to NS priorities.
- Support the Horn of Africa Team plan, link and integrate recovery and longer term mitigation interventions into the Longer Term Food Security Initiative and other longer term activities and plans of National Societies.
- Support evaluations of the Horn of Africa Appeal and other food security programmes and initiatives.
- Advise the Head of the Horn of Africa operations on matters related to food security, including donor policies and funding opportunities
B. Building learning, good practice and technical capacity
- Keep up-to- date with and advise Federation on key global and regional developments in food security policy, theory and good practice.
- Provide workshops, trainings and mentoring to help build understanding and technical skills of ANS Food Security Focal points and other key staff in Federation.
- Develop learning initiatives relating to food security activities in the region, including its integration with DRR, HIV and other sectors, in order to develop good practice and consistency of approach.
- Provide sectoral input to development of relevant tools, guidelines and other related initiatives in the Zone and Movement, including for example: cash transfers, IFRC Livelihood Guidelines, ICRC Pastoralist programming guidelines, PMER, etc.
- Supervise and mentor the Zonal Food Security Officer who is responsible for assisting National Societies in the implementation of the Africa Food Security Initiative (AFSI).
C. Co-ordination
- Co-ordinate the sharing of information and experiences between ANS Food Security Officers in the region and with Food Security Advisers counterparts in other Zones, Geneva and ICRC Ecosec.
- Work closely and co-ordinate with Relief, Recovery, DRR, Health & Care, watsan, HIV, Climate Change colleagues at Zone and Geneva level, in order to strengthen working relationships and to promote integrated approaches.
- Co-ordinate and exchange information with PNS working in food security with ANS in the region in order to help bring together learning, encourage their participation in relevant activities and to ensure consistency of approach.
- Build relationships and actively co-ordinate with other non RCRC food security actors in the region, including donors, UN, INGOs, government agencies and interagency groups (e.g. Regional Food Security & Nutrition Working Group) so that IFRC can contribute to, influence and keep up-to-date with current situation analysis, programming, funding opportunities, regional activities and good practice. Produce regular, timely updates and reports for DMC as tasked.
Education:
- University post graduate degree in a relevant subject.
Experience:
- 5 years experience in directly implementing and technically supporting food security and livelihoods emergency relief, recovery and disaster risk reduction programmes.
- Knowledge and experience of working in humanitarian and food security related issues in East Africa, including familiarity with early warning systems and food crisis response mechanisms in the region
- Proven practical experience of designing food security and livelihoods programmes, including preparation of programme proposals for donors
- Proven practical experience of developing simple systems to monitor delivery and impact of food security/livelihoods programmes.
- Proven experience in food security assessments, livelihoods analysis and market assessments.
- Knowledge of conceptual frameworks, global standards and good practice in food security including the use of cash, food aid and livelihoods support.
