In combination with unresolved grievances between groups and communities, including competition for scarce resources, results in violent communities with limited prospects for socio-economic development.
The situation of armed violence and insecurity is particularly visible in the pastoral communities of northeastern and northwestern Kenya, which are characterized by drought-prone environs where basic resources are scarce.
In the last decade, the Government of Kenya has recognized the problems associated with increased levels of armed violence and escalating use of small arms, and is working with International Organizations, Civil Society Organizations, specialized ministries, government institutions, and other partners to respond to the problem.
In March 2000, the Government of Kenya signed the Nairobi Declaration on Small Arms and Light Weapons (SALW) and agreed to host its Secretariat in Nairobi to coordinate all small arms issues among the countries of the Horn and East Africa.

Although Kenya has enjoyed relative stability since Independence, the announcement of the results of the December 2007 elections triggered violence particularly in Nyanza, Rift Valley, Coast, Western and Nairobi Provinces.
The violence led to the loss of about 1,200 lives and to a humanitarian crisis with the displacement of approximately 350,000 people and a large number of communities seriously affected. Other effects include the destruction or damage to an estimated 50,000 houses; and losses amounting to approximately KSh.90 billion (USD 1.3 billion) by the micro and Small enterprises.
The toll on the affected populations has been exacerbated by the global trend of rising Food prices by up to about 50%.
Moreover, disruptions in the supply and distribution chains associated with increasing transport costs hamper recovery efforts of farmers and Small and medium entrepreneurs.
The impact of events of this kind on development goals and achievements can be long-lasting and permanent if disaster risks Reduction are not taken account of and addressed in the design and implementation of development initiatives and actions.
Disaster preparedness, mitigation and risk reduction, as well as vulnerability reduction, are therefore fundamental factors contributing to development in Kenya.
The Government of Kenya addresses Disaster Risk Reduction issues specifically through the National Disaster Management Secretariat (INGS) which is constituted within the Ministry of Special Programmes, and falls under direct responsibility of the Office of The President.
The overall goal of the Programme is to contribute to the post-election violence
recovery and re-integration process through the restoration of livelihoods in affected areas.
Achievement of the stated objectives will contribute to the broader CPAP outcome of Effectiveness of Emergency Preparedness, Response and Early recovery for communities and displaced populations enhanced in at least 60 conflict and disaster prone districts and 5 urban settlements.
This programme builds on a number of initiatives and entry points established by
Government and non-state actors to address the issues of security, peace and

Specific Tasks
Under the supervision of the National Programme Director and working closely with
the Field Coordinators, the National Project Officer will be a member of the Livelihood Recovery Programme (LRP) staff team and will particularly provide overall Programme management and technical support to the LRP.
Specifically, the National Project Officer will perform the following duties:

Qualifications/Requirements:
- A Post graduate degree in development Studies with at least 5 years of professional experience
- A relevant qualification in Livelihoods Recovery -related discipline
- Extensive experience in policy development and the provision of policy advice to (Local) Government in the field of DRM
- Good appreciation and understanding of local and diverse cultures and some African experience would be an advantage.
- Sound leadership and mentoring skills and experience.
- Demonstrated ability to take initiative and work with limited or no supervision.
- Strong PC based computer skills, Microsoft applications (in particular, Word, Excel and PowerPoint)
- Fluency in written and spoken English.

Brief Background
Although Kenya has enjoyed relative stability since Independence, the announcement of the results of the December 2007 elections triggered violence particularly in Nyanza, Rift Valley, Coast, Western and Nairobi Provinces.
The violence led to the loss of about 1,200 lives and to a humanitarian crisis with the displacement of approximately 350,000 people and a large number of communities seriously affected.
Other effects include the destruction or damage to an estimated 50,000 houses; and losses amounting to approximately KSh.90 billion (USD 1.3 billion) by the micro and Small enterprises.
The toll on the affected populations has been exacerbated by the global trend of rising Food prices by up to about 50%. Moreover, disruptions in the supply and distribution chains associated with increasing transport costs hamper recovery efforts of farmers and Small and medium entrepreneurs.
The impact of events of this kind on development goals and achievements can be
long-lasting and permanent if disaster risks Reduction are not taken account of and addressed in the design and implementation of development initiatives and actions.
Disaster preparedness, mitigation and risk reduction, as well as vulnerability reduction, are therefore fundamental factors contributing to development in Kenya.
A Project designated Post-Elections Violence Livelihoods Recovery Project has been signed between the UNDP Country Office and the Ministry of Special Programmes in May 2009.
This Programme represents UNDP contribution to the Humanitarian Impact and Risk of Natural and human made disasters reduced in Kenya, recently approved by the UNDAF Team.
The overall goal of the Project is to contribute to the post-election violence recovery and re-integration process through the restoration of Livelihoods in affected areas.
Achievement of the stated objectives will contribute to the broader CPAP outcome of Effectiveness of Emergency Preparedness, Response and Early recovery for communities and displaced populations enhanced in at least 60 conflict and disaster prone districts and 5 urban settlements.
This programme builds on a number of initiatives and entry points established by
Government and non-state actors to address the issues of Security, peace and
Livelihoods restoration for recovery of the nation and in particular, the IDPs and affected communities.E.g The NARA and the National Accord Implementation Committee ; Resettlement of over 220,000 IDPs started in May 2008, referred to as “Rudi Nyumabani” (Return Home) was a collaborative effort of the Government, UN agencies, INGOs and NGOs and The “Early Recovery and Food Security cluster” (ER&FS) was created from the beginning of the PEV. - Ability to provide top quality policy advice services on economic issues and has an In-depth practical knowledge of inter-disciplinary development issues;
- Ability to lead formulation and evaluation of development programmes , projects , to apply economic theory to specific country contexts, carry out high-quality economic research;
- Demonstrated experience in coordination and in working with NGOs and donors in the relevant field;
- Demonstrated experience of livelihood and recovery programme management in post-conflict/disaster situation or complex emergencies;
