POSITION: Strategic Information Advisor (Kenya)

PROJECT SUMMARY:



Futures Group, in collaboration with Catholic Relief Services (CRS - Prime), Catholic Medical Mission Board (CMMB), Interchurch Medical Assistance (IMA), and University of Maryland Institute for Human Virology (IHV), was awarded the President’s Emergency Plan track 1 funding to provide rapid scale up of anti-retroviral therapy (ART). The goal of the Project (AIDSRelief) is to assure that people living with HIV/AIDS have access to ART and high quality medical care. AIDSRelief will expand, on a sustainable basis, the provision of ART to the greatest number of needy patients in the target countries consistent with good medical science, national priorities and programs, and cost-effective deployment of program resources. AIDSRelief priority countries include: Uganda, Kenya, South Africa, Tanzania, Zambia, Rwanda, Nigeria, Haiti, and Guyana.

Futures Group will lead Strategic Information (both monitoring and evaluation and patient monitoring systems). A patient monitoring system will be used to collect and track data across our various points of service. Strategic information will include the President’s Emergency Plan indicators, National Ministry of Health (NMOH) indicators, and specific Program and Clinical indicators. This information is essential to provide high quality care and treatment regimes, ensure drug durability, track progress, and provide accurate reporting to both the NMOH and US Government.

POSITION SUMMARY:



The Strategic Information Advisor will represent Futures Group in country, working with a wide array of stakeholders at the national and local levels and be required to work closely with the Regional M&E Advisor.

ESSENTIAL JOB FUNCTIONS:

LPTF Level


- To assist each LPTF with the development and implementation of a patient monitoring system
- To help coordinate and provide training for data collection and analysis to the service providers
- Monitor sites closely so that any issues the sites are faced with are promptly dealt with. This includes
- Monitoring sites to ensure no backlog accumulates
- Where backlog may exist , oversee the temp data entry staff that may be hired to enter the backlog
- Routine data clean and validation steps conducted
- To ensure regular, accurate monitoring reports from our LPTF (monthly, quarterly, annually) on all required indicators
- To provide HMIS training to Stakeholders (CTCT, LPTF, Temporary Data Entry Staff, etc)
- To conduct site visits to each LPTF and provide technical assistance
- To ensure regular, accurate reports from LPTF (monthly, quarterly, annually)
- To provide additional trainings as necessary
- To provide quality control/assurance

Administrative / Futures Group level

- To manage the following field administrative requirements
- Review and sign off on the monthly financial report that has is compiled by the deputy SI Advisor.
- Conduct PDPs for FG field staff on a biannual basis
- Ensure application of all of the Organization’s program policies and procedures;
- All required documentation from HQ is obtained and submitted on a timely basis.
- Share all necessary HQ updates with FG field staff
- Advertise, identify, and in conjunction with FG HQ hire staff as necessary
- Coordinate FG field staff activities and TA visits

- To perform other responsibilities as needed

CCT / Stakeholder level

- Conduct multi site analysis of LPTF data on key reports required by CCT and other stakeholders
- Compile and submit the monthly, quarterly and semi annual reports
- Ensure the necessary approval for these reports is obtained on a timely basis
- Facilitate annual work plans, conferences for shared experiences, and additional trainings as required
- Attend regional conferences as required
- Represent Program at Government, Donors, NGO’s and other working group meetings
- Participate as member of the Country Technical Coordinating Team

EDUCATION

- A Medical degree or a Masters in Public Health./ Epidemiology/ Health Statistics

EXPERIENCE

- At least 5 years of experience in the public health arena, preferably in a clinical setting
- 5 years of M&E experience,
- Excellent data base management skills ( SQL, Access, , Excel)
- Excellent data analysis skills ( SAS, SPSS, Epi Info)
- Have a good understanding of the health systems in Kenya
- Demonstrated ability to transfer knowledge through formal and informal training.
- Demonstrated ability to work in a team.
- Excellent written and oral communication skills.
- Experience in implementing US Government-funded projects.

SKILLS

- Excellent organizational skills including demonstrated ability to manage multiple tasks, coordinate, and meet deadlines
- Excellent interpersonal skills, professional demeanor, sound judgment, and ability to complete identified tasks
- Ability to promote collaboration among Country Stakeholders
- Expert computer skills and experience working with HMIS, Microsoft Office skills
- Experience developing electronic clinical forms, reporting tools for international settings
- The ability to work well under moderate pressure and skilled in trouble shooting, crisis management, and problem solving
- Experience working with and analyzing data
- Training experience preferred

ADDITIONAL INFORMATION

Equipment to be used: General office equipment: Computers
Must be available for domestic travel up to 50% and some international travel
