Job description
Somalia/Kenya specific:
- Ensure security management system and reporting structure is thoroughly implemented
- Maintain communication systems and routines;
- Compile weekly summary reports for all countries, including Incident reports for the Security Coordinator in Oslo.
- Guide, delegate, and monitor tasks to NRC personnel associated with the organization’s Country Security Management System.
- Record and ensure awareness of the importance of safety and security incident reporting in country
- Enforce situational awareness among staff, utilizing all means/tools available, with reference to requirements stated in NRC-MOSR.
-Train staff in the use of, and correct procedures for, available communication equipment;
- Ensure staff receives regular training in safety and security, as a mitigating measure to real time risks’ in each context, with an emphasis on training of trainers for CSFP and SFP’s
- Maintain clear reporting routines both in country and to Headquarters in Oslo
- Monitor the security situation in Somalia in particular, with objective in contributing in exploring options to maintain access to the beneficiaries.
- Pay particularly attention to south-central Somalia operations, and ensure adequate risk management options are timely introduced
For all countries:
- Ensure all institutionalised security management tools are implemented and complied to at country level
- Ensure country operations are NRC MOSR compliant
- Review security procedures (SOP) for field operations
- Communicate, exchange information, and co-operate with relevant external actors in the region, and when possible take lead in security collaboration mechanisms on regional/country level.
- Conduct Security Training for all countries on a request basis.
- Post incident analysis and follow up recommendations
- Undertake security risk assessments in new start up countries within Africa, as well as in new geographical areas of already established NRC program countries
- Ensure implementation of security procedures, regulations, and advises communicated by security office at HQ in a timely manner
- Provide NRC management with security risk analysis of area of operation upon request, or as required according to situational developments
- Any other task relevant to the position as requested by the Country Director of Kenya & Somalia operations, or the Global security manager

Qualifications
- Relevant university degree or higher education, preferably in international relations and/or development, political science or social studies (history/political science/social science). Relevant experience might compensate for formal education.
- Minimum 5-10 years relevant experience in security work, preferably in the UN or INGO environment;
- Proven military or police training and experience or formal security education;
- Documented experience in peacekeeping operations, preferably in the field of information management as related to security and operational planning.
- Demonstrated ability to work under difficult conditions and a high degree of pressure;
- Proven experience in administration and security team management
- Experience in liaising with civilian and military government authorities as well as with regional, national and international institutions preferable
- Significant political and cultural awareness and experience of working in settings where insecurity is a major issue
- Analytical skills and experience;
- Demonstrated leadership and management skills
- Significant understanding of complex emergencies and crisis contexts
- Awareness of gender and cultural issues
- Proven communication, interpersonal and negotiation skills
- Fluency in the English language, and preferred francophone speaking
- Above average computer literacy
- Holder of a valid international driver’s licence
We offer
Commencement:
Contract period: 6 months with possible extension
Salary/benefits: According to NRC’s general directions, approximately NOK 44.000(€ 4.900 ) per month, and free housing of moderate standard. Duty station will be Nairobi, Kenya. Recreational and social facilities are very limited. Accommodation separated and independent from the guest house. Nairobi is a "family duty station"
