Team Leader LEISOM Vacancy Announcement: African Union’s Interafrican Bureau for Animal Resources (AU/IBAR)

The African Union’s Interafrican Bureau for Animal Resources (AU/IBAR) is a specialized technical office reporting to the Department of Rural Economy and Agriculture of the AU Commission.

The institution is mandated to support and coordinate the improvement of livestock as a resource for human wellbeing in the Member States of the African Union and contribute to economic development, particularly in rural areas.

AU/IBAR approaches livestock development from three strategic angles: animal health, animal production and trade and marketing of animals and animal products.

Livestock Emergency Intervention to Mitigate Food Crisis in Somalia (LEISOM)

The project aims at increasing sustainable contribution of livestock to mitigate the negative impact of the current food crisis through enhanced animal health status in the pastoral production systems in Somalia and rehabilitation of infrastructures and improvement of management systems.

Vacancy Announcement: Team Leader LEISOM

AU/IBAR is seeking the services of a Project Team Leader to manage the activities of the LEISOM project funded by the European Commission.

Post Level: P3 Step 5 (USD 5,472.98—6,435.76 pm)

Type: Short term contract

Duty Station: Nairobi/Kenya, with frequent travel to Somalia

The initial appointment will be for 12 months including a 3 months probation period.

Contract extension will be subject to performance and availability of funding.

Major duties and responsibilities

The LEISOM Project Officer (Team Leader) will be responsible for the overall direction and day-to-day management of the project and in this process will:
  • Assist the Chief Animal Health Officer to develop working procedures with the implementing partners (NGOs), the Somali veterinary authorities, local authorities, and representatives of the private sector.
  • Ensure coordination and harmonisation of the design and implementation and of field vaccination and pre and post vaccination sero-monitoring activities for PPR and sheep and goat pox.
  • Plan the project activities and assist the Chief Animal Health Officer to assure effective use of the project’s human, financial and technical resources
  • Monitor the execution of the programme and follow up activities implemented by contracted NGOs.
  • Provide technical advice and back-stopping support to the LEISOM implementing partners including NGOs and the Somali Veterinary authorities.
  • Guide LEISOM implementing partners in participatory development of project work plans and modalities for monitoring of implementation.
  • Convene quarterly coordination meetings of all implementing NGOs to assess progress of implementation, identify constraints and solutions to ensure attainment of project results and objectives.
  • Liaise with laboratories in Somalia and within the region for the provision of laboratory support services for the testing of samples collected in Somalia to assess effectiveness of LEISOM vaccination campaigns.
  • Assist the implementing NGOs and the Somali Veterinary authorities, to harmornise approaches and the development of criteria for identification and prioritisation of livestock marketing infrastructural facilities for rehabilitation by the project.
  • Assist the implementing NGOs and Somali Veterinary Authorities to develop and maintain appropriate databases to facilitate recording, analysis and reporting of data derived from the vaccination interventions.
  • Guide and assist the implementing NGOs in the refresher training of vaccination teams to ensure proper handling, storage and delivery of vaccines.
  • Involved in negotiations on relevant technical matters affecting LEISOM implementation with other organisations in Somalia and in the region.
  • Propose amendments to assure that project objectives can be met.
  • Prepare reports according to agreed formats and standards and submit to IBAR, Project Steering Committee and donors.
  • Assist in organizing steering committee meetings and other technical and coordination meetings in Kenya and Somalia
  • Perform any other duties as assigned by the supervisors.
Qualifications
  • Advanced university degree (Master's degree or equivalent) in veterinary medicine, animal production, pastoral/rural development or agricultural economics.
  • A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
  • A PhD is an added advantage.
Experience
  • At least seven (7) years of experience in the livestock sector or rural development of which at least 3 years should be in senior management positions in livestock emergencies, recovery and development in conflict, transition and post-conflict areas, preferably with an international organisation.
  • Solid professional knowledge of livestock-dependent livelihoods and pastoral issues in Somalia and in the wider Horn of Africa region should be an advantage.

  • Professionalism - Proven expertise in animal production science, policy formulation and advocacy related to animal production and sustainable development; demonstrated in-depth technical knowledge and proven analytical skills on issues related to animal production and sustainable development;
  • Planning and organising - Proven ability to plan and organise work within a project; ability to make timely decisions;
  • Communication - Effective written, oral and presentation skills, particularly ability to present information in a concise and accurate manner; ability to develop consensus among people with varying points of view.
  • Teamwork: Excellent interpersonal skills and ability to operate effectively across organisational boundaries; ability to establish and maintain effective working relations with people of different national and cultural backgrounds with respect for diversity.
  • Judgement/Decision-making - Good judgement and initiative, imagination and resourcefulness, energy and tact, ability to ensure an effective work structure to maximise productivity and achieve Unit’s goals.
Language Requirement
  • Proficiency in one of the African Union’s working languages.
  • Knowledge of other working languages would be an added advantage.
Other Skills
  • Well-developed computer skills including word processing, spreadsheet applications and use of the Internet are required.
  • Record of relevant publications is highly desirable.
