Request for Expression of Interest

Malaria Training Consultancy

1st July 2009-30th August 2009

1. Background

The Ministry of Public Health and Sanitation has developed an integrated training curriculum that covers diagnosis of malaria using microscopy and RDTs, treatment of uncomplicated and severe malaria, drug management and pharmacovigilance. This curriculum will be used to train a total of frontline health workers.

To ensure high quality, training sessions will be held within each district and directly facilitated by national trainers. Cascade training is not acceptable.

The services of training firms, institutions or organizations are required to, in consultation with the Division of Malaria Control (DOMC) to coordinate, plan, implement and evaluate the training of frontline health workers in all districts.

Interested firms, institutions or organizations may apply to undertake training in one province only. DOMC will contract only one firm, institution or organization to cover each province.

2. Tasks

1.1. The training organization will work closely with the DOMC to accomplish the following tasks
  • Receive a technical brief from the DOMC and WHO to understand the
  • Scope of work,
  • Key performance areas
  • Target number of health workers to be trained in each district and province
1.2. Time frame for the completion of the training consultancy

1.3. Plan and conduct integrated training of health workers in the assigned province

1.4. Train trainers on the integrated training package and job aides

1.5. Train frontline health workers on the malaria integrated training package

1.6. Follow-up trained frontline health workers and provide on the job support

3. Qualifications

3.1 Training organization: The training organization must:
  • Be registered in Kenya with operational office in the province that the organization is applying to cover during the training consultancy
  • Demonstrate capacity to complete the training in the district or districts being applied for within the two month period, 1st July to 31st August 2009
  • Demonstrate past experience in similar trainings
  • Have a good background in training skills
  • Demonstrate strong organizational skills and attention to detail
  • Know the structure of and be familiar with Kenya’s health sector
  • Have a collaborative, problem-solving approach to work and be comfortable identifying and sharing information with colleagues about things that are not going according to plan
  • Be easily accessible by email and/or fax and telephone
3.2 Trainers to be used: Interested training organizations must ensure that the trainers they will deploy in the implementation of the consultancy meet the following minimum qualifications and conditions:
  • Must be certified nurses, clinical officers, medical doctors, pharmacists, pharmaceutical technologists or laboratory technologists with experience in the case management of malaria
  • Such trainers must have experience in the training of health workers especially in the area of clinical management of malaria or other diseases, commodity management of medicines and laboratory diagnosis of malaria.
  • The trainers will be available to be trained by DOMC on its current malaria integrated training curriculum
4. Duration of consultancy
  • The total number of days required for achieving the above task is 60 working days. The duration of performance is 1st July 2009 to 31st August 2009.
5. Working relationships

5.1 Relationship with DOMC: In general, the selected firm or institution responsible for training in a particular province will be expected to work closely with the Head of DOMC or her designee to design and implement the training activities. DOMC will be responsible for training quality monitoring.

Therefore DOMC should be notified of planned training activity two weeks in advance.

5.2 Relationship with PHMT AND DHMT: While the firm or institution is entirely responsible and accountable for the training of the frontline health workers in the assigned province and constituent districts, due diligence must be exercised by the firm or institution to ensure that the training is conducted under the leadership of the DHMT based on the principle of strengthening district health system.

The planning meetings of the firm or institution with the DHMT should be well documented and validated by the district malaria control focal person.

DOMC reserves the right to monitor conduct and quality of the raining activities within districts.

6. Deliverables

The firm or institution responsible for training of frontline health workers in each province will submit ten bound copies of training reports detailing the organization, management and results of the training activities in the assigned province and constituent districts.

The report should include results of pre-and post tests administered on trainees and an analysis of the impact of the training on the quality of services including adherence to guidelines and tools.

7. Deadline for receipt of EOIs

Interested firms are requested to submit EOIs addressing the province it plans to cover and its qualifications and attaching relevant documents to show proof of qualifications. The EOI should be marked “TRAINING” and sent to:
