Applications are hereby invited from suitably qualified candidates to fill the above three positions on Temporary Appointment basis through December 2009, in the Child Survival and Development Section in Nairobi, Kisumu and Garissa Offices of UNICEF Kenya.

Based on satisfactory performance, availability of funds and office needs, the incumbent may be offered a Fixed Term Appointment effective 1 January 2010.

Purpose:

For Nairobi Post, under the guidance of the Health Specialist, Safe motherhood Newborn care; provide technical assistance to the Ministry of Public Health and Sanitation and Ministry of Medical Services and other partners in the planning, implementation, monitoring and evaluation of the community health strategy.

For Kisumu and Garissa posts, under the guidance of Chief, Child Survival and Development and general supervision of the Resident Programme Officer; provides technical assistance to Government and Partners in the planning, implementation, monitoring and evaluation of programme activities to accelerate child survival and development, including in emergencies, in support of UNICEF's Country Programme
Community Child Survival & Development (CSD) Officer Nairobi Duty Station, NOB

Major Duties and Responsibilities:

1. In collaboration with the Division of community Health Ministry of Public Health and Sanitation, support the implementation of the National Health Sector Strategic Plan (NHSSP) 11, Joint Programme of Work and Annual Operational Plans (AOPs) at district and provincial level as identified in CSD-Health work plan sub project 4:
Community and family health for 2009.

2. Participate in the Community strategy national technical working group and other relevant national forums to advocate for and support scale up of community interventions from nutrition, Water Sanitation and Hygiene (WASH) and health.

3. Provide appropriate support to the implementation of the Ministries' community strategy including development of and implementation of a community based information system and training of Community Health Workers.

4. With other specialists in the health section support the districts to prepare integrated, costed CSD interventions in district plans to deliver the Kenya Essential Package for Health (KEPH). Work closely with other sectors both in UNICEF and externally, support the co ordination of community strategy activities.

6. Provide technical and logistics support to the institutionalization of the child survival strategy and development of other relevant policies, protocols, and guidelines in community strategy.

7. Provide regular feed back to Chief of Health and government counterparts on the ongoing situation in the UNICEF CSD focus areas especially in relation to maternal and newborn care. Support the specialists based in Nairobi and two field offices as deemed appropriate by the supervisor or Chief of Health.

8. Provide technical and logistics support to the institutionalization of the child survival strategy and development of other relevant policies, protocols, and guidelines in community strategy.

Child Survival & Development (CSD) Officers Kisumu and Garissa
Duty Stations, NOB

Major Duties and Responsibilities:

1. Collect and analyze data at district and provincial level to support programme planning, management, monitoring and evaluation. Analyze programme implementation reports and evaluate in relation to established programme recommendations and plans of action. Report the outcome of analysis and propose corrective actions.

2. With other colleagues from the CSD cluster support districts to prepare integrated and costed CSD interventions in district plans to deliver the Kenya Essential Package for Health (KEPH). Work closely with Health, Nutrition and WASH sectors both in UNICEF and externally, support the co ordination and implementation of community strategy activities.

3. Provide technical advice and assistance to government officials and other partners in the planning, implementation, monitoring and evaluation of programme.

4. Attend technical cooperation meetings, prepares notes and undertakes follow-up actions related to programme implementation.

5. Provide appropriate support to strengthening of linkages between level one (community level) and higher level health facilities and help the Ministry of Public Health and Sanitation and Ministry of Medical Services to increase the utilization of essential services (health, nutrition, WASH) nationally and in underserved populations.

6. Undertake support and monitoring visits to UNICEF supported interventions and assess local conditions and resources. Monitor financial utilization of UNICEF funds provided for the programme. Communicate with local counterpart authorities and NGO partners on feasibility and effectiveness of programme support, including the flow of supply and non-supply assistance.

7. Assist Government authorities and NGOs to plan and organize training programmes. Identify training needs and objectives for the purpose of capacity building, programme sustainability as well as promotion and advocacy.

8. Support Government and partners in enhancing emergency preparedness and response capacity especially in relation to recurrent hazards.

Required Qualifications: Advanced university degree in public health, nutrition or related technical field.

Experience: Five years of progressively responsible professional work experience at national and international levels in programme management, monitoring and evaluation reflecting actual experience in public health, nutrition, or water and sanitation.

Language: Fluency in written and spoken English is required.

Competencies: Knowledge of the latest developments and technology in child survival and development; Analytical, negotiating, communication and advocacy skills; Supervisory and managerial skills; Leadership and teamwork abilities; Ability to coordinate and negotiate with multiple partners; Computer skills, including internet navigation and various office applications and Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the organization and among sectors.
