Head of Finance and Programme Support Job Vacancy: Save the Children

Save The Children (UK) Rwanda Programme is recruiting a dynamic senior international Head of Finance and Programme Support

The position is open to Rwandan and non Rwandan national

Job Purpose

The Head of Finance & Programme Support will lead the strategic and operational financial and grant management of the Rwanda Programme ensuring development of a proactive and highly motivated support services team (finance. HR, Logistics & Administration)

Key Accountabilities
  • The incumbent will provide expert advice to the Country Director of, 3irategb financial management in order to maximise cost-effectiveness.
  • He/She will ensure detailed financial analysis is provided to the Country Director and budget holders on a timely basis.
  • Will ensure high quality financial management of all donor grants and Save the Children core funds
  • Will ensure robust risk management systems and controls are in place
  • He/She will establish and maintain procedures for effective and timely processing of payments, bank and cash management.
  • Build capacity of Save the Children Rwanda team in financial management through ongoing coaching and training to optimise performance and output.
  • To oversee strategic HR processes, including salary reviews.
  • Facilitate linkages with SC regional and local technical expertise in HR and logistics, in order to build SC Rwanda technical capacities in these areas.
  • Will contribute to fundraising, highlighting key funding gaps and priorities and ensuring that the financial and risk management systems meet donor requirements.
Person Specification

Essential
  • Professional accountancy qualification at Chartered Accountant level (ACCA, ACA, CPAetc.)
  • At least 5 years experience in financial management
  • Excellent written and spoken English (Cambridge Proficiency, native or near native fluency)
Desirable

Experience of:
  • working in an NGO
  • living and working in Africa
  • managing donor grants, especially grants from the US and EC
  • Knowledge of SUN systems
  • Working knowledge of French
