National debate through a television talk show: UNDP Consultancy

REQUEST FOR CONSULTANCY NATIONAL DEBATE THROUGH TELEVISION TALK SHOWS

The Public Sector Reforms and Performance Contracting (PSR&PC) and the United Nations Development Programme (UNDP) are seeking proposals from qualified and highly experienced firms to undertake a national debate through a television talk show series to inspire the public sector leadership and challenge it to meet the needs of change management
for Vision 2030.

1. Background
The Government of Kenya through the Public Sector Reforms and Performance Contracting (PSR & PC), Office of the Prime Minister is mandated to spearhead reforms in the Public Sector.

The mission of the PSR & PC is to support, coordinate and facilitate Public Sector Reforms for efficient and effective service delivery and utilization of public resources. The PSR & PC intends to undertake a National Debate on Growing Our Leaders
and Youth Mentoring for Transformative Leadership through a television talk show series to be called, Civic Dialogue. The series of debates is expected to introduce and nurture a leadership culture that is able cope and steward challenges of Kenya Vision 2030 and beyond.

The key strategic objective of the PSR&PC is to increase responsiveness, public trust and confidence in the Government as well as facilitate improvement in accessibility to and satisfaction with public services as outlined in the various service delivery charters of public institutions.

In order to assess the improvement in service delivery, there is need to regularly inspire public sector managers with new leadership concepts that best address the challenge of such delivery.

2. Objectives
The objective of the consultancy is to undertake a national debate through a television talk show series to inspire the public sector leadership and challenge it meet the needs of change management for Vision 2030. The talk show series will also
focus on Growing our Youth as Leaders for ‘tomorrow’ by focusing on mentoring and coaching. The debate is meant to further inspire confidence in national leadership and to also mentor and grow the youth to become future leaders. It will also create the requisite partnership with the consumers of public services.

The closing date for submission is Friday, 17th July 2009 at 12.00 noon Kenya time.
A pre-bidding conference will be held on Wednesday, 8th July at 2.30 p.m. at the UNDP Conference Room in Gigiri.
