Job Title: Monitoring and Evaluation Advisor

Reports to: Executive Director, Camfed Tanzania; and NuPITA Projector, Kampala, Uganda

Position Location: Dar es Salaam, Tanzania

Job Summary:

NuPITA is seeking a dynamic, competent and highly motivated person to provide direct technical assistance and organizational development support as Monitoring and Evaluation Advisor to Camfed Tanzania for a 1- year assignment based in Dar es Salaam, Tanzania.

The New Partners Initiative Technical Assistance project (NuPITA) is a four-year USAID-funded program providing technical assistance and organizational development support to organizations working in HIV & AIDS that have received funding from USAID under the President's Emergency Plan for AIDS Relief (PEPFAR) under USAID's New Partner's Initiative (NPI).

The Campaign for Female Education (Camfed) is a non-governmental organization working in Tanzania, Zambia, Ghana, and Zimbabwe, and beginning operations in Malawi this year.

Camfed has 16 years of experience fighting HIV and AIDS in rural Africa by ensuring communities are empowered to secure the rights of girls and vulnerable children to education and social protection, and economically empowering young women.

Camfed secured a three-year, $1.2 million grant from USAID through its NPI program with a $1.2 million cost share from Camfed to build upon its already established program in Tanzania within three rural districts: Rufiji, Kilolo and Iringa.

The project works to mobilize communities to provide educational and social support to OVCs; provide OVCs with direct support to meet school expenses; build the capacity of teacher mentors and school-based committees to improve the school environment; and, help young womeh school leavers secure safe and independent livelihoods through business trainings and empowerment workshops.

The candidate will report to the NuPITA Project Director based in Kampala, Uganda and to Camfed's Executive Director in Dar es Salaam, Tanzania while also working closely with Camfed's Monitoring and Evaluation Manager to:

1. Support the ongoing development of Camfed Tanzania's M&E system, including development of monitoring and evaluation plans and tools to support the USAID cooperative agreement and its identifed PEPFAR indicators.

2. Assist the ongoing management of the Camfed program database and conduct regular data analysis for various program requirements.

3. Support the generation of data for annual, quarterly and bi-annual activity and donor reports.

4. Train the staff in various aspects of monitoring and evaluation as need arises.

5. Attend field-based monitoring and evaluation activities and site visits relating to Camfed Tanzania's work with schools, Cama (Camfed's young women's network), Community Development Committees (CDCs) and the community.

6. Assist Camfed Tanzania in aligning M&E efforts surrounding the USAID Cooperative Agreement with the Camfed Tanzania Country Operational Plan.

7. Work closely with Camfed Tanzania to identify, document, disseminate and scale up best practices in M&E.

8. Identify emerging technical needs on a continuous basis and ensure that the TA provided is as responsive as possible to Camfed Tanzania's needs.

9. Contribute to yearly regional conferences and other efforts to share best practices with other NPI partner organizations.

10. All other duties and responsibilities related to the position.

Required Qualifications:
  • Master's Degree in Statistics or other relevant field with a preferred background supporting programs related to education, HIV/AIDS, orphans and vulnerable children, and/or women's rights.
Experience
  • At least five years of professional experience in Monitoring and Evaluation supporting programs to develop, implement and refine M&E systems.
  • At least three years of professional experience with HIV & AIDS programming with an emphasis on prevention or care.
  • Experience working on programs funded by USAID, preferably in the education and/or health sectors.
  • Experience with PEPFAR program indicators is highly preferred.
  • Strong data analysis skills and procedures
  • Understanding of educational and/or HIV/AIDS development programs highly preferred
  • Knowledge and experience working in Africa, specifically Tanzania preferred.
Skills
  • Strong skills in teamwork, networking and facilitation
  • Hands-on approach to organizational capacity building and program facilitation
  • Strong written and verbal communication
  • Strong skills in strategic thinking and planning.
  • Experience in implementing community-based HIV-related programs is an advantage.
Additional Requirement
  • Willingness to work and travel in semi-urban and rural settings in Tanzania and the region.
  • Travel estimated to be approximately 20% of time.

3. Work closely with Camfed Tanzania to identify, document, disseminate and scale up best practices to support the women's empowerment program identified under the USAID Cooperative Agreement.

4. Identify emerging technical needs on a continuous basis and ensure that the TA provided is as responsive as possible to Camfed Tanzania's needs.

Required Qualifications:
  • Master's in Business Administration, Entrepreneurship, Women's Studies or other relevant field with a preferred background supporting programs related to education, HIV/AIDS, orphans and vulnerable children, and/or women's rights.
Experience
  • At least 5 years of professional experience in building the capacity of rural women to build independent livelihoods
  • Experience helping vulnerable women identify viable and independent business options
  • strong understanding of rural African communities and their economic climates, inclusive of women's roles in these communities
  • Training expertise in business and life skills and women's empowerment
  • Experience creating strategic plans to help rural women grow their potential and find new opportunities
  • Experience working on programs funded by USAID preferred
